After the fundamental decision was made to replace Flora. First of all, it is assumed that since "Flora" roughly corresponds to the American Woodland, which in the US Armed Forces changes to digital camouflage, the Russian Armed Forces should follow this process. The creation of EMR was heavily influenced by the German camouflage Flecktarn, a developer who was able to "combine the incompatible": small spots that perform a mimic function are combined in this color scheme to form a group of large spots that perform a distortion function .

The developers of EMR followed the same path, taking into account the results of studies that showed the effectiveness of very small points ("pixels") as elements of texture patterns.
EMR is a uniform camouflage pattern, developed at the 15 Central Research Institute of the Ministry of Defense of the Russian Federation as a universal pattern, depending on the color, it can be adapted to various terrain conditions, has good camouflage properties and is the main pattern of the Ratnik combat system .
Currently, EMR is the main camouflage used by the Russian Armed Forces. The Armed Forces of Belarus use it as standard camouflage. However, the Belarusian version of the EMR is believed to have a slightly different color scheme.
Several variations of this design have been produced, the most common being the leto (summer) variation which combines small pixels of black, red brown and young leaves on a light gray background. Other versions include sever (northern region), zima (winter) and gorod (city). Full adoption began in 2011.
